OK, I wiped another laptop and installed 18.04.1 fresh with only the
above fix.
Verified bug fixed with no regressions, using 3.28.3-0ubuntu0.18.04.3.

in my vm.

Aslo I don't see how this could happen, as per the pure diff.

Accepted gnome-shell into bionic-proposed. The package will build now
and be available at https://launchpad.net/ubuntu/+source/gnome-
shell/3.28.3-0ubuntu0.18.04.3 in a few hours, and then in the -proposed
repository.
