Public bug reported: I have a USB3 ExpressCard adapter I use with my ThinkPad X220. It was mostly working under 4.10.0-42-generic, but once I got the 4.13.0-26-generic update my system now stutters to the point that it is almost unusable until the card is ejected.
By "mostly working" I mean that this card was not hot-insertable even under the older kernels. I had to boot with the card already inserted for it to function. If I inserted it after the system was booted, I got the same stuttering behavior. Under 4.13, it is now doing this even if I boot with the card already inserted. I notice the device is not showing up in lspci under 4.13. I wanted to run apport-bug from the affected kernel. I will reboot into 4.10 to get the PCI id of the device in question.
