Daniel, Debian's gtk3-nocsd is supposed to disable itself when run in
GNOME so maybe this is a duplicate of LP: #1745206 which will fix that
behavior.

Removing gtk3-nocsd fixed it. And compared to a laptop that never had
the problem, that machine never had gtk3-nocsd installed.

Do you have gtk3-nocsd installed? It is supposed to be disabled for
Gnome session. But it is not working properly.
