Public bug reported:

Okay, so the following patch at
http://launchpadlibrarian.net/356413428/grub2_2.02~beta3-4ubuntu7.1_2.02~beta3-4ubuntu7.2.diff.gz
which basically amounts to changing a single line in /etc/grub.d/00_header
TOTALLY breaks my menu selection graphics when I boot up. Every time a line
changes, like as in scrolling the menu or watching the countdown timer, I can
see the console mode GRUB line flashing black and white behind the video gfx
mode screen. I believe this regression is caused entirely by Dann Frazier's
idea for the grub patch: "Instead of switching from "console" to "gfxterm",
let's output to both." *sigh*

Removing the single change, the "--append" flag, in the file
/etc/grub.d/00_header and regenerating the grub.cfg file completely
solves the problem. What concerns me is that this patch somewhat breaks
the average user's default grub gfx mode; it looks glitchy and horrible.
I simply cannot tolerate this behavior on an incredibly simple boot
selection menu, let alone on an actual grub theme, KDE-style. My machine
is a very standard HP EliteDesk 800 G3 Mini Desktop, and I had no
problems before with GRUB doing this horrible-looking pop-from-behind
simultaneous video and console behavior. This tiny patch represents a
misguided and frankly appalling regression.

And yes, this applies upstream to Bionic Beaver (I tried the proposed
package also) as well as the current version of the grub2 package on
Artful Aardvark. Please fix before the Ubuntu LTS release ships with
this glaring bug.
