The qgis package is not maintained in Ubuntu, filing this issue in Launchpad doesn't have much added value. To quote myself in Debian Bug #875135: " QGIS 3.x will support Qt5, and the Debian package will switch away from Qt4 when the QGIS 3.4.4 LTR is released [0], or sooner if the Qt4
