Yes the docker installation works fine with linux-kvm 4.4.0-1021, I will
just close this bug with fix-released.

@Po-Hsu, please check this again with linux-kvm 4.4.0-1020.25 (or
later). That version enables additional cgroups, which may resolve the
"dockerd[2991]: Error starting daemon: Devices cgroup ..." problem.
