There seems to be far more activity on the bug tracker for Compiz than
for the CompizConfig Settings Manager, so we might have more luck over
there.

Confirmed in Ubuntu 20.04 GNOME Flashback. Changing of Application
Switcher or Static Application Switcher background doesn't work.

I have confirmed this bug on a standalone install of compiz on Ubuntu
server 18.04 - no unity, no mate, nothing.
Same results with both the application switcher and static application
switcher - can't change the background color or opacity. Some of the
other settings do work.

@khurshid-alam is right that this bug occurs with the Static Application
Switcher compiz plugin, as well as the Application Switcher compiz
plugin. Both of these are different from the Unity application switcher,
which is a different beast entirely.

application-switcher. You can get it by installing `compiz-plugins`.

It is probably mate-specific issue. Try raising the issue on https
://ubuntu-mate.community.
Application switcher (Alt+Tab) is enabled by default under Unity & it is

It could also be a problem with graphics driver.
