I rebuilt bionic d-i against proposed and the problem is now gone.

This might be related to the fix of bug #1762952, whose purpose is to
not accomplish keyboard configuration in connection with an upgrade of
the keyboard-configuration package.
The complaint seems to be "dpkg-query: not found", and the dpkg-query
command is indeed used in the pending change. Is d-
