not too bad to have the answer for both.
Thanks @xnox for spotting my initial misreading of the release.
So for cosmic it would be:
- qemu 3.0 to Cosmic - Well beyond FF, no
- SRU-ing qemu 3.0 to Cosmic - obviously not
I intend to test the new netboot image on the qemu that we have, so
knowing if it has to be Bionic (2.11) or can be Cosmic (2.12) makes a
difference.

There was no obvious obstacle that came to our mind blocking the new
netboot image to be used on the older qemu. If working Maas could
package that as a helper for s390x until later versions (>=DD) would
provide their own one.

this would not only require a backport that seems hard (plenty of other
cleanups/fixes to pc-bios/s390-ccw) but doable eventually with some extra work.

fixes/improves the s390x netboot capabilities.
