I have almost the same issue.
Using gdm3, when I lock my session (e.g. with +) the lock screen
doesn't accept keyboard and mouse events at all.
This all began right after the upgrade from bionic to cosmic.
Another thing which might be related as it only happens when I use gdm3:
When I open the
Status changed to 'Confirmed' because the bug affects multiple users.

GDM lock screen will not accept credentials and then loses keyboard?
I can work around by using ctrl-alt-f1 to change to the user switcher
and re-authenticatie into the session that way.

A bit more about this - if I wait a while the keyboard does seem to come
back but the problem is still there - my password is not accepted and
then the keyboard does nothing for a while.
