Public bug reported:

Ubuntu won't unlock all LUKS devices (with the same passphrase) when
booting without "splash" kernel argument.

It feels like systemd-ask-password-plymouth is trying to use the same
passphrase to unlock the rest of the LUKS devices, whilst systemd-ask-
password-console isn't.
