Public bug reported:

The digital clock in the panel uses uses 12-hour format even when
24-hour format is chosen. In fact, when I first opened "Configure
Digital Clock", "Use 24-hour Clock" was already selected. Turning  it
off and on again doesn't change it either.

I noticed this is both a Disco live session and a new Disco clean
install.
