FYI, this all worked well with this monitor and a different computer
running 18.04. I upgraded the computer, but kept the same monitor &
installed 18.04.

Yep, it runs up to 6, then blanks, then it was around 83000 when it
woke up.

The Xfce power manager basically just offers a graphical configuration
for DPMS + screensaver related settings. The login and unlock screen run
via a separate Xorg instance, and therefore may have their own
DPMS/screensaver
I booted up from the live disk again (18.04). The lock screen button
does work. When locking the screen, the screen does go dark after about
a minute and stays dark. I tested the regular display power management
again, it doesn't stay dark.
What would control the display power if xfce power
I actually didn't try to lock the screen from the live CD.
light-locker is not running.

This sounds like you booted the Xubuntu 18.10 or 19.04 live session
which do not start light-locker anymore.
Can you confirm that the display will not turn off when the power
manager is not running? It may be the case that the timeout is reset
back to 10 minutes after terminating the power
I tried live session, same result.
The login screen goes dark at 10 minutes and stays dark.
Lock screen, from the GUI, doesn't work (nothing happens when I click the lock
screen button).

It is still not clear if this is a software or hardware issue. I
mentioned the live session, but also check if the login screen (default
timeout: 10 minutes) or unlock screen (default timeout: 1 minute) are
affected or not.

I did try with a different user account, same result.

It should turn off without the power manager running. You can check the
DPMS configuration with "xset q".
Again, please test with a different user account and maybe even see if
the problem persists when using the live session.

If I turn off the pwr manager with -q, the display doesn't turn off (as
expected isn't it?)

The log file does not seem to contain any clues. Does this happen also
if the power manager is not running at all (xfce4-power-manager -q)?
Furthermore, I suggest that you test with a second user account.
