I booted up from the live disk again (18.04). The lock screen button does work. When locking the screen, the screen does go dark after about a minute and stays dark. I tested the regular display power management again, it doesn't stay dark. What would control the display power if xfce power

This sounds like you booted the Xubuntu 18.10 or 19.04 live session which do not start light-locker anymore. Can you confirm that the display will not turn off when the power manager is not running? It may be the case that the timeout is reset back to 10 minutes after terminating the power
