I got the same, but only after installing (Italian) localization (before
everything worked fine). The same for bug #182719 for German one. I
fixed setting Italian locale and languages, and automatically kded4
loaded kdedglobalaccel module.

I removed kde4-core (remove followed by autoremove), then deleted both
my ~./kde and ~/.kde4 folders. Reinstalled kde4-core and rebooted. When
I activated special effects I left improved alt-tab unchecked. Shortcuts
work fine now.
