As of my tests, only `003bd5b4a7b4a94b501e3a1e2e7c9df6b2a94ed4` (r8169:
don't use MSI before RTL8168d) among of two discussed commits is
required to fix the issue.

@Kai-Heng Feng, I've tested v5.3-rc2 and v5.3-rc4 today.
v5.3-rc4 seems to be working fine and v5.3-rc2 has same issues as latest
kernels from repo.
Actual behavior of problematic kernels -- interface is actually working on cold
boot,
but turns to be unable to detect a link after a several reboo
Please test latest mainline kernel:
https://kernel.ubuntu.com/~kernel-ppa/mainline/v5.3-rc2/
It contains several fixes for r8169.
