Public bug reported: After a recent upgrade of the kernel package (from 5.0.0-23 to 5.0.0-25), my system now panics on boot. I'll try to attach a screenshot.
To workaround this I currently need to select the previous version (5.0.0-23) to boot into this system. The system is an HP Proliant Gen8 microserver. Intel Celeron G1610T CPU. The only thing "unusual" about the bootup is that the OS is installed on a Micro SD card slotted into the motherboard, which to the OS appears as a USB disk.
