FWIW, it looks to me that this issue is ought to be fixed in binfmt package, not in all of its users.. While the fix allows one to configure qemu-user-static, it prevents the installation of the binary formats. In WSL Debian Buster on Windows 10 Pro Build 18363.535, I managed to install the formats by changing the value of --fix-binary from yes to no. TBH - unless someone out there "really" is affected by it I'm considering "qemu-user-static on aarch64 on LXD on Xenial" too much of a special case to bother the SRU team with it.
