Public bug reported:
This happened first on migrating from xenial to bionic but the same
result I get when completely uninstalling and re-installing maas (2.6.1)
from the stable PPA. I do not get obvious errors (the logs at least to
me show nothing really unusual) but when logging in as the initial admin
user, the interface is stuck in an unusable state (see screenshot). The
only action that works is to log out again.
