Folders under ~/snap/chromium shouldn't be empty. They contain hidden
files and folders though, so maybe they appear empty to you because
you're not list hidden files. Can you share the output of:
ls -la ~/snap/chromium/current/

I have tested further installing the Chromium snap in Kubuntu and
Xubuntu. Both allow me to install extensions.
My Ubuntu install still has the issue.
~/snap/chromium/current/ has a symbolic link to ~/snap/chromium/861 which is
empty
All folders under ~/snap/chromium/ (861, 881, and common) are
I cannot reproduce the problem here.
The download directory for extensions should be
"~/snap/chromium/current/.config/chromium/Webstore Downloads/". Does
that directory exist on your disk? What permissions and contents does it
hold?

To manage
