Public bug reported: [ Justification ] Much like we did for arm64 in https://launchpad.net/ubuntu/+source/dpkg/1.16.1.2ubuntu7.1 and for ppc64el in https://launchpad.net/ubuntu/+source/dpkg/1.16.1.2ubuntu7.2, we need to add riscv64 support for xenial (and up) so dpkg running on LP infrastructure machines can understand the new arch.
[ Regression Potential ] This is effectively a 1-line addition to a lookup table (and a twiddle of a testsuite to match), so the regression potential is basically nil.
