I'm seeing similar behaviour; the NIC appears to be 'connected' to the
AP but no packets appear to move.

I am affected by this bug as well. It happens in Fedora 33 and in
Kubuntu 20.10. Is there any fix for this problem (I don't care in which
distribution)?

On Ubuntu 18.04.3 LTS with Qualcomm Atheros QCA6174 wireless card, internet
drops out, particularly when downloading at speeds ~1MB/s
