Good to hear.
The Mesa issue seems to have been resolved 12 hours ago.
The remaining Alt-Tab issue seems to be caused by your system settings:
b'org.gnome.desktop.wm.keybindings' b'switch-windows' b"['disabled']"
b'org.gnome.desktop.wm.keybindings' b'switch-windows-backward' b"['disabled']"
So
After enabling proposed, pulling in mesa from there, and installing
ubuntu-dekstop^, things are a lot closer to what I expected, thank you!
Of the three things I started with, only alt-tab wasn't fixed by the
above.

Julian suggests the issue is likely due to mesa being older in focal
than in bionic-updates, suggested workaround is to enable focal-proposed
and install mesa from there, then disable proposed and try again to
install ubuntu-desktop^

Some extra questions/things to check
- Can you tar /var/log/dist-upgrade/ and add it to the bug?
- What's the output of
$ dpkg -l | grep gnome-control-center ?
- could you do
$ apt policy > sources.log
and add sources.log to the bug?

using
$ apt install ubuntu-desktop^
could also be useful, it does sound like the upgrade ended up removing things
that shouldn't have been removed, could be due to some sources you have
activited (proposed? ppa?)

This is concerning.
My first thought is: There are technically multiple bugs being reported
here. If they have different causes then that can mean it's difficult to
declare the lot resolved.
My second thought is that gnome-shell hasn't yet been upgraded in focal.
It's the same series as is in eoa
WARNING: This is dramatic, but most likely the problem can be solved by
resetting all of your settings. If this is something you are willing to
do then try:
