Public bug reported:

Raspberry Pi 4 running Ubuntu server 20.04 Focal (and perhaps 19.10
Eoan) fails to wake from sleep when no user is logged in and the screen
is sitting at the gdm login prompt.

This has happened on two different systems.  One system uses the
official RPi 7 inch touchscreen.  The other system has a 10 inch non-
touchscreen from SunFounder.

Nothing wakes the Pi: Keyboard, mouse, or touchscreen.

After a user logs in and the screen locks on sleep the system wakes just
fine with a lock screen.
