Binary package hint: jockey-gtk

I have installed ubuntu hardy alpha 3, it was about a week ago, then I
updated and dist-upgraded my system, some errors occurred, but with some
'sudo apt-get install -f' and 'sudo dpkg --configure -a' i managed to
have an almost fully upgraded and working ubuntu.

In Synaptic I noticed that the package of the 'Restricted drivers manager' had 
become obsolete. I removed it...
In the new packages I found jockey-common and jockey-gtk, new version of 
'Restricted drivers manager', now called 'Drivers setup'...

Removing and installing again the package ubuntu-desktop I obtained to
have the two new packages to be installed automatically...

Why didn't synaptics (or apt, now I don't remember) install new packages
during the dist-upgrade process?

Is it a bug or a problem with dependencies?
