Public bug reported: Running for example `pam-auth-update` results in /var/cache/debconf/templates.{dat,dat-old} getting regenerated with no diff. In focal live CD this file is 17 MB, so that wastes 34 MB of cow/tmpfs/RAM. This also affects ltsp.org which too uses a live session. And of course it makes debconf slower than it can be.
