Summary of above threads: update from 19.04 to 19.10 started the issue, the nvidia driver is probably the problem since various kernel changes haven't helped (currently using 5.6.1). I can't use the nouveau/xorg open driver as it's limited to 1024*768, and an xrandr bug prevents adding new modes. I've also noticed the bug is worse in some programs than others. If I hold down the arrow key in libreoffice, it'll scroll prettymuch normally. It's probably a loose or poor quality HDMI connection so try a different cable to the same TV. I can confirm that unplugging my TCL TV HDMI connection gets rid of the problem. How strange that it would be reconnecting multiple times per second.
