on further review, i was going from memory and it seems like if multiple
layouts are set, at least in the latest 20.04 image, you get the option
to set the layout

which means this isn't an issue, except when a bug like 877371 occurs,
which is a separate issue...

i'm not seeing a way to close this bug

i mean there is no way to set the keyboard layout while at the login
screen

for example, when one of several users wants to use a different layout than the 
system-wide one to log in
or when something like bug 877371 changes the layout inadvertently, causing the 
user to have to log in with qwerty while previously the system-wide layout was 
azerty or dvorak

I think it is possible. Please try:

Settings >
Language and Region >
Manage Installed Languages >
Apply System-Wide (Use the same language choices for startup and the login 
screen)
