Public bug reported: The 1.0.0.61-2ubuntu3 steam package installs a steam which creates generic icons on the Desktop for games. These Desktop game icons open in gedit rather than launching when double clicked. One has to explicitly right-click on the icon and select 'Allow Launching' for the Desktop icons that steam creates upon game installation to become usable for launching.
