Public bug reported: All accesses to /tmp are going to /tmp/snap.chromium/tmp, i.e. the files you downloaded to /tmp must be searched where. The problem is that a normal user has no permissions to read /tmp/snap.chromium/tmp. This is not an only chromium problem, but exist for most snap packages as well (yeah, the strict confinement). Since the 20.04 release ubuntu no longer has official chromium deb packages, I consider this behavior a bug.
