I have tested the new version from proposed and I am unable to reproduce the bug. Observe that without this fix, the tilda window can sometimes re-appear behind panels. Because this issue is caused by an incorrect X11 time stamp that is passed to X by tilda this bug may not manifest itself all the time and how this bug manifests itself may additionally depend on the window manager being used. Expected result: The fullscreen tilda window appears in front of panels.
