Public bug reported:

1. Open update manager
2. Update manager prompts for regular updates, perform them
3. Update manager now prompts for dist upgrade, click "Upgrade"
4. do-release-upgrade is launched
5. Error message is printed: "Please install all available updates for your 
release before upgrading"

However, doing `sudo apt update && sudo apt upgrade` isn't enough. In
fact, `sudo apt upgrade` says an upgrade for libc++1 is available but
won't be installed. Manually installing libc++1 un-breaks do-release-
upgrade.

do-release-upgrade shouldn't block on such "update available but won't
be upgraded" packages.
