i have found a solution for my particular case, sharing here in case it
helps anyone.
Using apt-cache rdepends python-minimal, i chased down what was causing
the removal of python-minimal to fail. I found out that nagions-plugins-
contrib, which i had installed, was pulling in python-crypto and
I have the same issue and tried the suggestion mentioned in #2 to no
avail.
root@es-data06:/var/log/dist-upgrade# grep Holding apt.log
Holding Back python2:amd64 rather than change python:amd64
Holding Back python2-minimal:amd64 rather than change python-minimal:amd64

currently a new version of the release upgrader availalbe in -proposed
which may resolve the error you've encountered. Please run the following
command to test the new version of the upgrader:
do-release-upgrade -p
