gstreamer cannot load some plugins on 20.04, aarch64 due to TLS memory exhaustion, so these plugins cannot be used. See LP#1846837 and LP#1914030. Said this, the code is in the next minor release (2.32, while focal has 2.31), which has been running groovy for a while.
