allowed by default, but in any case it's not an issue in the ubuntu-
settings package which provides desktop configurations

I pursued this further and found that on multiple computers and
keyboards including using both USB and PS2 keyboards.
Right-Alt + PrintScrn + REISUB works only while using PS2 keyboards, and
it is consistent with multiple computers. The computer I reported this
bug on does not have any PS2 ports.
REISUO R-E-I-S-U-O as well.
