The output of firefox --version is Mozilla Firefox 97.0 and the package is 97.0+build2-0ubuntu0.21.10.1 amd64 One more thing: I have a bunch of folders in my bookmark taskbar, which means when I pull something out, I need to go back and forth a bit to find a free place where I can drop the icon

The Bug in the exact way as described originally is gone. I *can* move items *inside* the bookmark toolbar folder up and down. That being said, the handling of bookmark icons and folder still is not "normal" as in X11 sessions! In an X session, I can move Icons also in and out of folders, into
