To get X working with the video=ofonly boot option I also have to set
UseFBDev to false in /etc/X11/xorg.conf (the boot splash only works
with video=ofonly).

Here is a working xorg.conf file. It is from Dapper modified to avoid
black screen. I have copied it to Hardy (booting from 20080301 PPC
Desktop CD and pressing Ctrl-Alt-F2 when it stopped) using a flash
drive. The startx command gives me a working system.
