On an up-to-date hardy system, only xfce4-panel installs a desktop file
to the settings menu.

xfce4-panel (4.4.2-3ubuntu1) hardy; urgency=low
* Merge with debian unstable. Remaining changes:

We did this on purpose.
All these desktop files are duplicates of the Settings Manager items, so we
are removing these to clean the menu. Only a few xfce apps
(xfce4-{mixer,session,panel}) still install these desktop files.
