This seems to be happening to a lot of people, and it's a very annoying
bug. I regularly miss newly opened windows because they are always
opened in the background, and every time there is the additional needed
step of hunting it down in the task bar and clicking on it.

I think this bug still exists in 9.10. I notice it when having a video
playing in vlc or mplayer that I set to "always on top." Then if I open
a new application, sometimes the new window does not get focus. Focus
stays on whichever window had focus before I opened the new one. However

does not help and I don't have anything set to "always on top". When I
turn on Compiz it works fine. This is extremely annoying since so many
times I click on something and when nothing seems to happen I click dew

I'm using Jaunty, 9.04, and I have this problem as well. For me, it's
not connected to "always on top". Workaround from the first comment
worked for me. Thanks a bunch, this was a really annoying problem.

Indeed, the fix, that is setting
/apps/metacity/general/focus_new_windows to 'stricht* does not work on
ubuntu 8.04 LTS.

Same problem here on Ubuntu 8.10 Intrepid final, fully updated.
Switching /apps/metacity/general/focus_new_windows from 'smart' to 'strict'
does not help.

I can also confirm that Compiz is not affected. Windows open the way
they should when I use Compiz.
Here is my setup:
Fresh install of Ubuntu 8.04
I confirm this problem.
My scenario;
1) open xmms (or audacity as per another user) and set 'always on top'
2) start FF 3.0.1 - opens behind xmms, focus is on xmms
3) select FF and get focus on FF
4) start new app from launcher (firestarter)
5) firestarter opens behind FF, focus remains on FF
6) i

I confirm this, and there seems to be another bug... even after
applying the fix that Samuel suggested it still seems to occur when
using the keyboard shortcut (Alt+F2) for run application.
