I chatted with bdmurray and ahasenack on #ubuntu-devel about this
earlier, because I had seen the same thing previously on ppc64el. We
solved ppc64el by adding this package to big_packages, so bdmurray did
the same thing for s390x: https://git.launchpad.net/~ubuntu-
