Would you mind sharing your configuration file as well? Make sure to remove any sensitive data from it before doing do. I am interested in checking the value set for TFTP_ADDRESS there. Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
