+ [Rationale]

+ MySQL Shell is a new package in Ubuntu for managing MySQL infrastructure
+ and setups. The inclusion of this package in universe should not affect
+ anything externally since it is a new package without reverse-
+ dependencies.

+ Ideally this MySQL Shell would be included in noble for the convenience
+ of building it into data platforms charms, and for users who want a more
+ complete MySQL environment.

+ [Tests]
+
+ Two DEP-8 tests are included with this package, and both are passing on all
architectures.
+ The first is managetables. It exercises the functionality of MySQL Shell's
Python and SQL modes by creating and modifying tables on a local MySQL instance.
+ The second is secretstore. It tests the additional included binary
mysql-secret-store-login-path by using all its options, storing, erasing,
getting, and showing all.

Note:
Data Platform Team is using it to manage cluster in our charms:
https://github.com/canonical/mysql-operator/
https://github.com/canonical/mysql-k8s-operator
and Canonical security team need to provide support for 10 years here.
It will be way easier to support it as a part of standard Canonical support.
IMPORTANT: the version of mysql-shell must match mysql-server version!
