The problem affects not only the letter ö, but many others too. I have created
a more general report

The Ubuntu Kernel Team is planning to move to the 2.6.27 kernel for the
upcoming Intrepid Ibex 8.10 release. As a result, the kernel team would
appreciate it if you could please test this newer 2.6.27 Ubuntu kernel.
There are one of two ways you should be able to test:
1) If you are comfortable
I can reproduce something similar, except that 'setupcon' as root (i.e.
'sudo setupcon') *does* clear it up. However, I can only reproduce it
after switching to X and back. That indicates that Matthew Garrett's
kernel fix to make it restore the font on VT switch didn't really take
properly.

Does running 'setupcon' as root at the console fix it?
Do you know whether you're using a framebuffer device? (If you don't
know, you probably aren't.)
Could you attach /etc/default/console-setup to this bug?

Setupcon did not help. I see the same random stuff for ö as before
setupcon.
By the way, I did a new installation yesterday, this same bug is
present even now. And I still can't get more than 800x600 in X Window
except at the first login. But that is another bug.
