So I think we should extend this to some more important packages in main
that were dropped in noble, but otherwise +1. And you do get the
obsolete package prompt in the end anyway.

I would suggest this be keyed on kernel flavor.  AFAIK we are still
building the generic kernel on armhf which supports a variety of
devices, just not raspi.
