I've check the bug again in Kubuntu-KDE4,and I find the bug is not
appear is because flashplugin-nonfree in Kubuntu-KDE4 is English.

No,I didn't made any manual fixes.
My system is Kubuntu-KDE4 RC with kde-i18n-zhtw and kde-l10n-zhtw package.
The picture is youtube taiwan.

I don't think it is fixed yet. When I try sites like http://hk.youtube.com/
the Chinese characters are still not okay (see attachment.) Have you made any
manual fixes?

here is a way to fix the bug, just remove
/etc/fonts/conf.d/49-sansserif.conf, and everything work fine.

Thanks for reporting this issue.
However I don't believe that removing 49-sansserif.conf is the right way to
solve this issue.
Could you please attach the following output:
fc-match -s sans-serif
1. with 49-sansserif.conf enabled
2. with 49-sansserif.conf disabled
