I solved so:
1. Run gstreamer-properties
2. In the Video tab choose default input Video for Linux (v4l) instead
of video for Linux 2 (v4l2).

Skype is a third-party application that is not supported by the Ubuntu
team. You can test your camera with gstreamer-properties, do you have
the same problem there?
