I confirm this problem with an X40.

All the USB ports on my previous X40 died like described here:

(unfortunately I do not remember if there were these over-current messages on 
my previous X40)

i can absolutly confirm this bug. i have Thinkpad T40, and Ubuntu 8.04.1
and i never had it in gutsy.
i am wondering if this bug has something to do with that one:

I can absolutely confirm this behavior for a fresh and updated installation 
Hardy;
about 40 seconds till X returns. This has never happened with Gutsy.

Last kernel messages after having resumed from suspend to ram are:

[6.873304] hub 2-0:1.0: over-current change on port 2

This happens on an IBM ThinkPad T41p (Pentium-M 1,7 GHz Banias, Chipset
Intel 855PM)

lspci -vv output on the USB-Controler is

When suspend to ram and resume it spends 40 seconds showing console and waiting 
for X. 
In Gutsy and the first versions of Hardy Beta resume from suspend were speedy, 
1 or 2 seconds and X is present.
WTF is happening for 40 seconds before X is showed again, and the console with 
over currents in ports messages (althoug this may be circunstancial and not 
related perhaps) ?

This bug persists. When I resume, computer waits 1 minute before to show
Xs again. And console messages about over current are the last showed.
