Confirmed here on Kubuntu Hardy (upgraded directly from Dapper), KDE
3.5.9. NumLock on, but light off.
If I press NumLock, the status is reversed to NumLock off, light on.

Some more information ; on the net I found the following trick :
in file /etc/kde3/kdm/kdmrc in section [X-*-Greeter] I added the following
line
NumLock=On
Now when kdm (my logging manager) displays the logging window the led is
on as expected BUT if I log out and I log in again the led is not
