This confirms my fears that my bug #429616 wouldn't be fixed quickly as this is trailing for 4 years. At least here it was ranked medium while mine was ranked low. I've investigated a bit and it seems that the culprit is in usplash.c, where the vt is opened, activated on vt8 by ioctl VT_ACTIVATE,

I (the OP) am running Dapper now. It just occured to me that the bug is still there. Switch to another user goes to console #9, while #8 is dead displaying the last boot messages. /usr/sbin/lsof shows no process on tty8, X on tty7 and gettys on tty1-6. So it does not look like there are obvious
