I don't know where you got it from, you tell me. I maintain OpenOffice.org for Ubuntu so I would know if 3.0.0 was in Ubuntu 8.04. OpenOffice.org 3.0.0 wasn't even released when Ubuntu 8.04 was released and we do not put entirely new versions of OpenOffice.org into old releases of Ubuntu. And to

I'll report it for Writer 3.0.0 in Ubuntu 8.04. RTF file with 'record changes' won't open in OOo Writer or MS Word. It will open with MS WordPad . . . The error I get is: File format error found at 611,2(row,col). Any way to restore it . . . ? ** Attachment added: 2008 Owa Plants.rtf

Hold on you are running OpenOffice.org 2.2 on MacOS and reporting the bug to Ubuntu? Why is that exactly? This bug tracker is for Ubuntu only and Ubuntu's special version of OpenOffice.org in particular. To report bugs to OpenOffice.org for anything else you have to report them to:
