I don't know whether this is a separate bug, but I'm having the exact
same error even when no other users are logged in. I was logged in to a
terminal session the first time I received the message but I exited out
of that and I still get the same message. This has happened before but

While we're fixing the grammar, we can fix two other problems with this
string. First, it's plainly false that system policy prevents stopping
the [session], because once you authenticate the session *is* stopped.
